I think the increase was a very minimal one. Its been 202 mil since back in 2013. Heres a 10Q received on Jul 3, 2013 http://www.otcmarkets.com/edgar/GetFilingHtml?FilingID=9388007 202,248,586 common shares as of April 20, 2013. But for them to issue about 40 mil shares after being quiet for 2 years is major. They must be getting ready to do something IMO
