There are 74 pages in that report with approximately 50 line item (companies) per page. That's circa 3,500 companies, which equals an industry. An industry that didn't have adequate checks and balances that were in dire need of change. That is what the plea bargain was about (change, or to end that type of billing). Angel offered his technical assistance (wrote a technical paper) to build a system of checks and balances, but that was turned down.
