"OBG, as part of a team with Parsons Corporation and Gallagher Marine Systems, has been selected by the New York State Department of Environmental Conservation (DEC) to help improve New York’s response capabilities for crude oil transportation incidents."

Finally, an explanation. OBG was brought in to help mop up those puddles of oil that leaked all over the Niagara Falls property.

I don't see ptoi mentioned in there, I wonder how many other states do business with OBG?

The only thing anyone should care about is a PR with machine sales in it. That is it. Is it fun to think of the what ifs, sure it is but you can lose allot of money trying to connect all these so called dots.
