You know, i hear the terms and I get the general concept, but your post clarifies what I have been hearing.

The FAA decided it would be better to start Baltia off on this new "SMS" rather than have them start off (get certified) on the old system and then switch later.

Apparently this training "in advance" is viewed as a positive sign that the FAA intends to certify Baltia, and further, I have been told that the training is not interfering with the mini or the Proving Flights.

Interesting info but it has absolutely nothing to do with BLTA's current "situation". That faint light at the end of the tunnel is most certainly a train.

Yes, all true! And my take on it is that as you said that Baltia has been stuck in Phase 3 for so long that nothing may happen with Baltia until the fall when all the new regs need to be put into place...maybe 7th time will be a charm or not...GLTA IMHO
