I believe that it does refer to KBLB among others.

As FrankMD referenced in his Post #93346, Kim had chosen Lam Dong at the Provence that they would set up in. This is one of the provences referenced in the article he posted in his Post #93343.

Another point in the article suggesting this is where it states:

At the conference, five Central Highlands provinces granted investment licences to 13 projects worth more than VND16.6 trillion (US$768 million), mainly in agriculture, animal husbandry, services and energy.

Kon Tum attracted the highest investments, worth VND7.7 trillion ($357 million), while Gia Lai welcomed the largest number of projects.

The provinces and firms also signed 15 co-operative projects and three MoUs in hydroelectricity, transport and agriculture , with commercial banks pledging to lend VND15 trillion ($694 million) for their implementation.

Sericulture is commonly considered a subsection of agriculture, so it would make sense that this article would be referring to KBLB for this.

Yes it does.

as far as I can see, some companies received money for social projects and to improve infrastructure..and that news was released last month...

You have to be willing to look to see. Those 2 dots in the bold above is where your opinion has hidden what you don't want to see.

Yes and the information was put out last month... Right after an S1a which was not quite effective since they left the old law firms name in it.

I realize you didn't want this to happen and it is hard to find fault when everything Kim is saying he is actually working to accomplish.
But the fact of the matter is that the hold up in viet nam is past and the government has quite a bit of money to give to projects including ours.

like it or not.

The question now is how much of that $694M that is pledged will be going to to KBLB
