Why would he have been named CTO, if Websafety had hired his company?

PR says WBSI developed; Wise's company says they developed it...

Not saying anything wrong, but very confusing overall... Still wanna know about the Verizon announcement.. What was offered them, if there was not much there.. It wasn't "developed" yet, apparently.
