The plain fact is that no entity would undertake and underwrite a multimillion dollar infrastructure project that would center on Plastic2Oil's future participation without having Heddle sign some sort of binding agreement first.
And since Plastic2Oil has not released an 8K describing such a material event......any talk or suggestion that it is currently taking place is complete bullshit.
