Agreed, the only entity who can enforce any filing is the SEC. The SEC revoked FFGO for failure to file.

The filings are worthless paper now FFGO is inactive and defunct.
The agreements between FFGO/Western/NMGL were so full of weasel clauses there is nothing to enforce anyway
