Nobody knows what they get in return for the funding, but even if it are restricted shares, that is a lot better then the toxic funding that most pinkies get.
PHIL must see a lot of potential in SPBV, which is coming alive now after 5 years of darkness. It is not only funding for filings, but also M&A. I'll take my chances.
