No, there are no evil MMs grabbing "cheap" shares. MMs do not buy for their principle account in the OTC market. They make their money on each transaction as contracted by brokers in Riskless Principle transactions. "Riskless", because none of their money is involved. A MM may also make money on Market Orders playing the gap.

Ironically one of the largest money makers for a MM is simply selling newly issued shares for block positioners dumping their shares. That's right, the mechanics of an insider block dump earns the MM a few extra coins.

Instead of blaming some MM conspiracy on the PPS fall, one might consider an insider/affiliate dump, with not enough retail appetite to support the PPS against the volume being dumped. When the BAYP scam management cranks up a paid P&D, bringing in new retail victims, then the PPS will reverse.
