1) It's "Document #118" or "Docket #118" (it's not a PACER, as PACER is an acronym for an electronic file distribution service as well as a player for Indiana's NBA basketball team or an ugly car manufactured by AMC in the late 1970s).

2) It means ZTE has to comply with the NDA and not disclose confidential information VRNG supplied to ZTE during settlement discussions. This applies to other court battles as well... and the order could/should hinder a number of ZTE's defense strategies.
