Shoulda: it appears they were waiting for a financier to covert remaining shares before announcing the funding in order to clear the way for the stock to make it's first real move which shall be followed by subsequent PR's of greater significance very soon.
The financier was Mrs Chassman. It was an arrangement that appears to have now achieved fullfillment. The recent loan was guaranteed by Dr. Pandey personally, the CEO, therefore is non-dilutive to the stock
