The cost per barrel will primarily depend on the feedstock cost. The processing of the feedstock into fuel per barrel will be nominal in the scheme of things.
There is currently a cost associated with the disposal of waste, including plastic waste. That will be the case for the foreseeable future.
$10/barrel is entirely plausible, not certain and things will change, but entirely plausible.
