There is no shorting in this stock. None at all.

OTCShortReport is inaccurate. It is a paid promotional tool that charges companies (mostly pump and dumps) that use their misleading information to promote the stock. Those numbers do not represent short interest, but something altogether different which has no effect on stock price whatsoever. The information in OTCShortReport is worthless.

The ONLY factual source of short interest is FINRA. And they show current short interest in NBRI is Zero. Not a single share.

The toxic convertible death spiral holders are legally permitted to sell their common shares as soon as the conversion notice is submitted to the transfer agent. They do not have to wait until the agent actually issues the shares. That is not considered to be shorting, but instead is a long transaction. If the shares are not delivered in 30 days, then it becomes a short. But that rarely, if ever, happens.
