Hi,I spoke with TD today and the CHILL has been lifted and all is good

Fidelity would not accept BUY orders--did not try any sell orders(wanted to buy,of course).
As long as the CE remains--Fidelity will not let you BUY.
IMO the CE should be removed SOON!
