Well, yes, if we had a third world prison system where a large percentage of the prison population dies at the hands of guards or other prisoners or from rampant disease due to neglect, then that sure would be an incentive not to end up in such a place.
But we're supposed to be civilized here. Compare Foley's crimes to someone who seriously hurt or killed a child, for example, and then tell me which one deserves to be locked up where he might get hurt.
Be like a judge, and remain stoic in the face of a repeat offender who lies to your face every chance he gets, and don't react to that out of pique.
