They Delaware does allow re-purchase of shares at market price. Why it is not happening right now is they must disclose the re-purchase program prion to commencing of same. So right now they are not re-purchasing shares at least under the terms of the laws of Delaware State.
Insiders purchasing must also file and disclose purchasing of shares on the open market.
