The majority ownership by definition means 51% or greater.
According to international commerce law, the company would not be allowed more than 20% in a Candian company, and the working relationship indicates that it is a business relationship, and not some Investment bank or hedge fund or individual who has a 20% stake, but no direction in the company itself other than their rights as shareholders.
"The CRTC was also charged with putting in place Canadian ownership regulations, limiting foreign participation in Canadian broadcasting companies to 20%. This policy has resulted in the fact that Canadian television today is 100% Canadian owned, with only a handful of operations having any proportion of foreign ownership at all."

The term "working relationship" does not have a sussinct defifition as per Lester's, but it is indicative of a business relationship, and I will state with 99.9% certainty is used as lexicon to address the relationship in the form of a business interest - albeit not "controlling" - as it is a U.S corporation limited to 20%, but in the the direct sense, rather than an individual, yet detached entity limited to their shares only speaking through voting
