The shipment of unprocessed hemp is prohibited under the Controlled Substance Act of 1970.
The two laws currently in the U.S. House and Senate that would end the restriction and allow the farming of industrial hemp nationwide were referred to committees in the respective bodies in January, 2015, and as of now, they are still sitting in those same committees.
Maybe they'll pass in time for a 2016 growing season, or perhaps, just like the nearly identical bills that were introduced in the 2013 session of the House and Senate -- with many of the same sponsors -- they'll expire at the end of 2016, then be reintroduced in 2017.
As to growing in North Carolina itself, no industrial hemp bill has been introduced in the 2015 legislative session.
