No. Joseph Cillo was the extra CEO who messed up everything. Then the new CEO Ljubica Stefanovic cleared it up!

No. The "freezing" restriction was completely caused by the previous CEO (Joseph P. Cillo) which can be easily verified by the old news released in 2011 ~ 2012! The new CEO has not done anything wrong with EFLN so far.
