Apparently you are clueless about the process as no team can appeal a team penalty imposed by the league per their constitution. Brady will appeal as he can.

Do you know why Jerry Jones did not appeal his penalty for cap violations when during the lockout there was no cap that year? The same reason Dan Snyder didn't - there was no way they could win even though they broke no rules.
