I saw that article and thought the same thing. Then I found this article which talks about the cost of air time specifically on cable TV:

According to this, a 30 second slot on cable TV could cost anything from $175 down to $3, depending upon the channel and the locality. My guess is that Itonis is looking at the bottom end of that range and so 10,000 slots at off-peak times in locally targeted areas might cost around $30,000. Still a lot of money for Itonis and so I'm sure we will see one or more pump and dump cycles to pay for it.

If it is true that the Hensley Brothers are considering pulling the plug on Oasis and/or are unwilling to provide more financing for the project, then maybe the 'marketing agreement' is between Itonis and the Hensley's. It would be a way for Itonis to 'step up to the plate' and help rescue the operation. Just pure speculation.
