How could Bill ask for another inspection when he had no fully operational pods with lights, water and ventilation?

Going by timeline pictures on Cen's own website, there is no evidence of any further construction at the site after the initial inspection.
No further building permits were applied for after the one for the fence and vault. <<this is public knowledge.

According to local government, there was no approvals requested or given to upgrade water and electricity to standards required for an operation of the size advertised.

Yes if they were going to use the PODS but there the milfpunch for you. With no PODS they would require all the services that they say they didn't need because of how the PODS are self contained ecosystems and can recycle all the water and nutrient.
