It might mean a R/S.

Paul Riss, the Company’s chief executive officer, said “... we are pleased to say that the remaining convertible secured debt will convert into shares of common stock, without impacting the total number of outstanding shares.

I'm really just trying to understand what this sentence means, since its the one that impacts the share count and share structure, and also translates into a dollar amount.

Using round numbers as an example to try and understand the language:
If there are 4B O/S and the remaining convertible debt would translate into 12B O/S, then its a total of 16B. So in order not to impact the total O/S would be a 4:1 R/S.

The caveat to the size if the R/S (if that's what's being implied) is that the company is trying to raise a fixed number of dollars via share sales. That could make a R/S much larger if the share price falls.
