And don't discount what Ronn Maxwell could be doing. Look at his history from Bloomberg Business:

So we don't yet know what Ronn is doing overseas, he probably won't announce it till he has a finished product, like he did for the Scorpion.

And what would he do with a big fat contract?? Any idea what it takes to bring a product to market.?? You just don't get a contract and then attempt to get money to start a long progress before it gets in the end users hand. 6 months minimum..
