There may be no one that Foley can hand off the daily dump responsibility to. It's possible that Riordan grew a brain somewhere along the way and decided not to sign himself up for a prison sentence.
It's also possible that Foley plays his cards very close to the chest, and won't give the details and contacts up to anyone else.
If anything like that's going on, then they're not going to hand the reins of the scam to any of the other likelies, and they'll just file for Chapter 7, take their ill-gotten gains, and call it a day.
