On the face of it - this makes sense and is hard to argue with LCRG.

But - as the company needed the revenue from these stock sales (as they currently have no other revenue source) to build out the manufacturing plant, and keep the lights on, and such in the here & now - the revenue (in the company's assessment anyway) couldn't wait,....

And - just as importantly - without the functional plant, and funding for clinical testing, and reagents, and,.... the means to (potentially) get to a revenue generating stage doesn't happen.

Kind of the typical Catch-22 situation. Bad if you do it,.... worse if you don't,.... at least in the near term.

So you're not oversimplifying it much - at least from an individual perspective. But the company's potential for future success rides on being able to survive and move forward in the shorter term.

Side effect of their future being relatively risky,.... and revenue not a sure thing,.... the market won't buy shares at what the 'might' be worth a year or more from now if the risk is viewed as too high.
