No, but transfer agents are gagged for various reason. That doesn't change Rule 144. Have you contacted them.

I contacted the T/A, just spoke to a very nice lady there. You can call, they will tell you the samething.

Their company policy is not to give out Share Structure information on any of their companies. She said NGCG did not instruct them not to release the information. They simple do not give it out, as a company policy, you have to contact the company.
