Regarding certificate gifts from PVEC, this makes no sense why a new company diluting to raise revenue would honor these. They are not the fiscal responsibility of DSUS. They are the responsibility of Villiotis or whomever issued them to honor.

I think they are bait to facilitate buying. One of many bait stories being floated around. Time will tell.
