They issued 1.5 billion shares to be paid later as a rewards plan to employees that perform well, and bring value, or as part of incentive for new and better qualified employees to be hired.
That's very promising, since issuing 1.5 billion shares of common with restriction to use as incentive, they are looking to get a better grade of people to work with them and also take any reverse splits thoughts out of the picture. DOMK $$$$$$$$$$
