I don't know why you brought up this verse, but what Paul was trying to communicate through this verse was that the Law does not redeem, it does not save. The Law shows us how sinful and morally corrupt we are.
If you look at this verse in the whole context of Romans, Romans talks about the purpose of the Law, and then justification, sanctification, and righteousness.
The Law condemns; it is through the atonement of Christ that we are saved.
