Glad you have so much confidence in the DEP. Like any government agency, there are some great people working there, and some not-so-great. In any case, they work 8-hour days, and go home at the end of the day, and don't worry about crappy old terminal facilities. That facility is one of thousands that the DEP is concerned about, and they'll get around to enforcing compliance eventually.
The fact is that the DEP rejected the last report submittal for the terminal as being deficient, and asked for more soil and water sampling. The current property owner has not done what was asked.
