Arbs...

Across the street or around the world..
Any market that trades with more than one trading place is an ARB.. Conversion of WTs,, Dual listings on NASDAQ,, American Stock Exchange,, Or any electronic or OTC market is in effect an ARB.. If you were a person that positioned and made a market as either a specialist or Market Maker you are but an electronic wire,, or cell phone call away from another Market Maker with the same interest of making a trade..

GM has an active market around the world.. In the US there are over 15 markets where GM trades including NYSE,, Electronic,, NASDAQ,, and all the Regional exchanges.. But if you were in London and it is 4AM here these are the possibilities...

If you were to go to the Far East the same occurs and it is easy to explain.. A firm like Goldman Sacks has trading desks in 15 different market centers around the world and makes active markets on all liquid stocks.. It may do it for thier own account and /or act for the account of another market maker.. If the stock is active it trades around the clock but if it's a BB stock be assured that if you are a buyer,, until it opens here,, where ever you are on PLanet earth you will wait until 09:30 EST to buy..

The answer to your question centers around interest,, and as long as there are a buyer and a seller it's like being a lawyer,, you can't have a trial with out TWO...

Have no worry about the arb.. That trade you made might of been the shot heard around the world and traded many time more than your trade to get to that 1.20.. All at a profit to each Arb.. They were not asleep while you were anticipating your profits..hank
