very little of the 500K units will sell

and STOY only gets a low royalty and only upon the sale to the consumer

500k looks like a test order.
That barely puts 50 each in Walmarts 10000 stores.
That would be gone in a week or two.

First orders are always small to check demand ,
so they can check if any delivery issues, quality and things like that.

This creates a place on the shelf in the store and if everything
goes well the July-August orders for Christmas could be great.
