I got 1000 shares as a pay off

You may have got 1000 shares, but there was no 8K concerning a stock dividend.

One person said that 1 share showed up in his account after he had sold all his shares. The logical explantion for that is that his broker and/or the TA screwed up when calculating his post split shares. They may not have rounded up as they originally should have, so they issued a single share to balance their books.

1000 shares? I had over 500k pre split and received 2. So you had 250,000,000 shares? I don't know any other way to calculate then by assuming you had 500 times more shares than me. Absolute nonsense. No way buddy.
