There seems to be conflicting information about this, since Heise refers to information from the press agency dpa.

The leaks may indicate that AMD is currently bargaining the location of their next fab.

Building three fabs in the same place would be a novel way to manage specific business risk :-)

That's probably a better way to ally investemnt to revenue, 2 300mm Fabs plus Chartered should be sufficient for the forseeable future espcially considering Intel's resurgence ;-). If AMD build another FAB they should make it count by making it 450mm.
