10nm was planned a long time ago. Yes it probably changed along the way. Intel knew what it will cost to do this-reuse of equipment; new equipment etc. In my opinion reduced capx will not affect this.

Was their reduction in capex for 14nm planned? Was the "alignment with demand" planned? Do these reactions themselves have any bearing on 10nm? (I personally would expect a change in the utilization of facilities/equipment at 14nm to affect 10nm plans, and I would expect a "change in demand" to also affect 10nm plans.)

You can't just hand-wave these things away.
