I would think it has to be. I posted earlier that they didn't want the other banks to know the numbers, but thought more... They have said that they were secondary contractors, on some,all of these jobs. So, the primary contractor and the customer are the ones to call the shots as far as PR.
I also doubt a bank would like its customers to find out that they are going biometric until they are ready to roll it out. From what I know, they might start with a smaller region,, roll it out. Get thru the kinks, and then on too the next region etc.
