Pat's you still have this wrong. Hard to borrow means hard to short. When the HTB flag is gone, it's easier to short a stock. It has nothing to do with covering.

An inventory used by brokerages to indicate securities that are unavailable for borrowing for short sale transactions. A brokerage firm's hard-to-borrow list provides an up-to-date catalog of securities that cannot be shorted.
