Actually they never got around to claiming to have a lease. Instead the scam game was acquiring the make believe paper oil company Nations, and then LOIs, including one for a refinery. The bait was their Nations subsidiary was going to acquire leases. Fast forward to the OTC annual, and they suddenly claim they have no oil assets. No mention of acquiring Nations. Their disappearing acquisition was reported to the SEC, for what it's worth.
