Phase II was over a year ago

The money was used up and there was still work to be done. Without funding I doubt much could be done. In an old filing they mention working with a couple other companies but who knows if that ever went anywhere.

I'm still waiting for the Q3 report for the quarter ending 12/31/2014 to be issued, it's nearly 2 months overdue. Aside from the blog entry last September this Company has said nothing that could be construed as positive news. The longer they stay silent the more likely it is nothing good will ever happen.
