Whomever gets it will have their hands full dealing with revolving political managers as elections come and go. Sacremento doesn't want to put a penny down, (how responsible is that with the taxpayers money?) Its no cream puff IMO. Plus the contract winner is responsible for all maintenance and upkeep.
