A couple of answers to your questions

CANV has its hemp grown in Europe.

You're correct, CBD from industrial hemp is the same as CBD from marijuana strains like Charlotte's Web. The difference, IMO, is the cost to acquire that CBD.

The oil extracted from industrial hemp is about 3% CBD, whereas the oil from high CBD marijuana strains is about 17% CBD. Therefore, you have to process a lot more industrial hemp to get the same amount of CBD (post processing) and that increases the cost.
