If the well does happen this will be a big hit for sure. Keep in mind that so far everything joe said are probable and so far all empty promises.
"The Drilling Company "Daugherty Pump and Drilling" has recently been able to pull the required permit to start the well and we anticipate being able to ramp up construction efforts on our land project very soon".
That means the Driller is issued the permit to drill at a specific site. Assuming that of course that's Joe's land the driller cannot take for ever to move on it as it's not held available for long. The drilling itself is not all that expensive it's what has to be done after that happens. Fence etc and on and on but Joe will have something precious to sell or use to gain a partner etc. That's what he needs to be doing.
