If I understand your post correctly... May I say if the 10 story building is on fire, the initial diagnosis is that it is on fire.

Now which floor the fire is on? I would rather know of the fire and then narrow it down to which floor is burning. You now have a chance to find and fight the fire.

Not knowing that a fire exists is the worst scenario. This is when the fire gets out of control and burns to the ground.

RECAF is the dalmation fire dog. It barks when it sees smoke. It is then up to the firefighters to locate and extinguish the fire before it gets out of control.
