Looks like the last PR is suggesting they weren't able to get the permit and now are going to need the private contractor's permit to get things going?
In the late eighties I worked as and under a driller/blaster in Alaska and then took some classes. At that time and remember that was in the US, the blaster had the license and the company held the permit. It took both to purchase and use explosives.
