No, not what I said at all. I'm saying the people behind the scam can buy the domains, as individuals. The domain registrars don't care who registers or if there is some associated business. Whoever is currently paid up controls the domain.
So anyone could be the owner, Hipple, Jan, whoever. It's intentionally hidden.
But if we go back in time, I believe there is a history of who originally registered them, here on this board.
And even if it was a company that did it, the registrar doesn't care what the status of the company is, as long as valid payment is offered it will remain with the current owner/registrant.
