It's somewhat complicated now for BFRE. If they sell their Lancaster site to raise funds for Fulton I think they will have to reimburse the D.O.E. otherwise I think there could be a fraud charge leveled against BFRE by the D.O.E. I sent BFRE an email that I thought it was possible that any money they make by selling land that used D.O.E. funds to improve the value of the land they'd better refund the D.O.E. first.
I also had an idea for BFRE to consider on how to go forward but they didn't even respond to my email. I just don't understand why people are afraid of ideas. I even suggested they construct a deal memo and if I agree to the terms I would then give them the idea.
