MM's don't buy and keep an inventory of SEC suspended Grey Market stocks charged with securities fraud or any other OTC stock... They take a percentage of block orders given them by folks (the company, insiders, debt holders, consultants and friends and family of insiders holding stock for the con-men) looking to sell or buy the stock, 99.5% of the time sellers, and match up trades with retail. There is no volume because there are no retail buyers.
