These are the regular server versions and 65 watts is pretty good, there will also be an ultra low power version at slower freguencies at 40 watts.

Low-power models like 5148 with 2.33GHz/4MB L2 Cache/1333MHz and price of $519 will consume 40W

Intel can play the cherry picking game just as well as AMD and with at least 3 65 nm fabs Intel has more cherries to pick.

Perhaps more importantly, there's only a 12 W difference between a single and dual Woodcrest config at idle. That CPU just isn't drawing much power at all. Under load, the difference is 59 W—much less than the 80 W TDP of the 3GHz Woodcrest, and under the 65 W target for the lower-speed Woodcrest processors.
